Short answer: No.

Long answer: The game is sort of a joke... it's a parody. But I really am selling a game, and I really will send a copy to you if you buy one.

"Is this a scam?"

Short answer: No.

Long answer: I really just want to sell you a game. Making a game and sharing it with other people -- and having them give me money for the privilege -- is a long-time dream of mine. I've been making games since I was just a wee lad, and I'm finally taking my shot at publishing one. That dream means a lot more to me than taking a few hundred bucks from strangers.

If you don't trust me, trust PayPal. PayPal offers lots of services to prevent you from getting scammed through them. If nothing else, The Law can track me down really easily through PayPal. If I were running a scam, PayPal would not be my first choice for credit card processing.
